Ability To Work:
1. Possession of a bachelor's degree in business or public administration, economics, urban or regional land use planning, finance, or a related field plus 3 years of professional project management of multidisciplinary teams that includes either a) providing professional staff support to boards or commissions, or b) urban or regional land use planning, economic development, community development/redevelopment, or related areas; or,
2. a combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.
Additional Qualifications: Possession of a valid California Class C Driver's license is required.
Knowledge of: principles and practices of local and regional economic development, economic development financing, land use planning, or strategic planning; project management and performance measurement; research, and data collection techniques; statistical analysis; budget preparation and control; group and team dynamics, including motivational techniques; principles and practices of training, supervision, and personnel management; standard English grammar and usage; standard computer applications used in business and government.
Job Description: This is an at-will class, exempt from the civil service system. The incumbent serves at the pleasure of the County Administrator. The EDAC is an entity appointed by the Board of Supervisors for the purpose of advising the board on economic development policies, and coordinating and facilitating activities to encourage economic vitality Countywide. The EDAC consists of representatives of local economic development entities and business associations.
The Project Manager, Economic Development is responsible for coordinating, facilitating, and in various other ways supporting the EDAC's efforts to recommend and carry out a comprehensive economic development strategy to promote job creation and retention, and a system of performance measurement to describe and monitor economic conditions. The incumbent will also coordinate job creation and retention activities, as well as workforce development efforts with the One-Stop Workforce Resource Center.
The Project Manager, Economic Development classification is distinguished from the class of Departmental Analyst by the assignment of management duties and responsibilities. It is further distinguished by its reporting relationship to the County Administrator, its central role in developing and implementing economic development policies Countywide, and its role providing staff support directly to a Board of Supervisors-appointed advisory body consisting of public and private industry executives.
