Health Officer Medical Director Job Description

Ability To Work: Possession of a valid license as a physician and surgeon issued by the State of California; and,

1. 1) four years of any combination of experience as a public health physician and primary care physician; and one year of administrative experience in medical services or programs that included supervision of physicians, prioritization of services, and development of policies; or
2. 2) equivalent combination of training, education, and experience that would provide the required knowledge, abilities, and license.

Additional Qualifications: Possession of a valid California Class C Driver's License.

Knowledge of: federal laws related to public and community health programs; public health care issues, policy, and programs, including epidemiology, environmental health, and maternal and child health; principles, practices, and terminology of modern medicine; clinical medicine, including emergency, primary care, and specialty medicine; accepted clinical practices; public health administration; basic budgeting; medical ethics.


Job Description: This is an at-will class. Incumbents are exempt from Civil Service and serve at the pleasure of the Department Head. This is a single-position, dual-function class. The incumbent is responsible for carrying out the statutory responsibilities of County Health Officer and for directing a comprehensive medical/clinical program.

Definition: Under administrative direction, provides medical oversight of the County's health protection programs; enforces health orders, rules, ordinances, and statutes; provides leadership in the community on public health issues; establishes County health care policy; provides clinical supervision of physicians and allied health professionals; acts as liaison to local medical community; examines and treats patients; and performs related duties as required.
