1. Five years of management experience that included responsibility for program management, long-range planning, budget preparation and authority, and supervision, preferably in an organization or agency providing many diverse services; or,
2. two years of experience performing duties equivalent to Assistant General Services Director (either Support Services or Technical Services); or,
3. a combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.
Additional Qualifications: Possession of a valid California Class C Driver's License is required at time of appointment.
Knowledge of: principles and practices of performance-based budgeting, program management, project management, and customer service; general operations and functions of local government services; principles and practices of effective supervision and performance management; negotiating and team-building techniques; competitive bidding; contract administration; standard English grammar and usage.
Job Description: This is an at-will, department head class. The incumbent is exempt from Civil Service and serves at the pleasure of the County Executive Officer. The incumbent is responsible for the overall operation of the General Services Department and the establishment and direction of departmental policy and procedures to efficiently deliver assigned services to County departments.
