1. three years of professional program analysis experience that included program compliance and performance measurement analyses and at least one year of supervisory experience; or,
2. two years of experience equivalent to Departmental Analyst-Program with Santa Barbara County that included one year of supervisory experience and knowledge of project management and performance measurement principles; or,
3. a combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.
Additional Requirement: Possession of a California Class C Driver's License is required upon appointment.
EMPLOYMENT STANDARDS (Housing Finance): Possession of a bachelor's degree in business or public administration, marketing, urban studies/planning, economics, finance, accounting or related field and:
1. three years of experience in affordable housing, community development, or a related field that included project development, grant application, and administration of CDBG and HOME programs and at least one year of supervisory experience; or,
2. a combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.
Management, Assessment, and Planning
Knowledge of: principles and practices of project management, performance measurement, and supervision; basic principles and practices of budget preparation and monitoring, accounting, marketing, and public relations; research, data collection, and analytical techniques; report writing; grantsmanship techniques; negotiating techniques; long-range planning; database management; and standard English grammar, usage, and syntax.
