Human Resources Analyst Senior Job Description

Ability To Work:

1. Possession of a bachelor's degree from an accredited college or university, and two years of progressively responsible professional human resources experience in the public sector; or,
2. possession of a bachelor's degree from an accredited college or university, and two years of progressively responsible professional human resources experience in an organization that utilizes a formal system of human resource rules and due process procedures for employees, competitive testing for hiring and promotions, and which preferably operates in a unionized environment; or
3. one year of experience performing duties equivalent to Human Resources Analyst II with Santa Barbara County; or,
4. a combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Additional Qualifications: Possession of a valid California Class C Driver's License may be required for some positions. Independent travel is required.

Knowledge of: principles and practices of public human resources administration, including job analysis, recruitment and selection, affirmative action, classification, compensation, and supervision; Federal laws pertaining to equal employment opportunity and affirmative action; public human resource policies, rules, and practices; test development, including types of exams, validation methods, item construction, and related issues such as adverse impact; organizational structure of and services provided by County government; English grammar and usage; organizational development; basic statistics.


Job Description: This class is the advanced journey-level/lead worker in the Human Resources Analyst series. It is distinguished from the Human Resources Analyst II by the degree of difficulty of the assignments given, the latitude of judgment exercised, and the degree of independence to determine the methods and means of performing assignments. The Human Resources Analyst, Senior also acts as a lead worker in an assigned area of human resources management or on large-scale or long-term projects.
