Human Services Program Administrator Job Description

Ability To Work:

1. Three years of administrative or management experience in human or social service program planning, development, evaluation, management and fiscal analysis; or,
2. equivalent combination of training, education and experience that would provide the require knowledge and abilities.

Possession of a valid California Class C Driver's license.

Desirable Qualifications: Graduate-level education in public administration.

Knowledge of the California state laws, programs, and operating procedures of non-profit organizations; human services mandates and programs of the County of Santa Barbara, and of relevant federal regulations and programs.

Knowledge of: personnel management principles and practices; program administration; human or social service systems of care; needs assessment techniques; application funding process; negotiating methods and principles; budget preparation and monitoring.


Job Description: The Human Services Program Administrator reports to the Health Care Services Director and is responsible for assisting the Human Services Commission (an advisory group to the Board of Supervisors) in identifying needs and delivery systems, establishing priorities for human services, recommending the appropriate allocation of funds, evaluating programs, and monitoring contracts with human service program providers.

The Program Administrator is also responsible for administering the County homeless assistance programs including the emergency shelter project, and the County Comprehensive Child Care Plan.
