Quality Improvement Public Health Job Description

Ability To Work:

1. Possession of a Bachelor's degree in any field and significant professional experience in continuous quality improvement; and project management of multi-disciplinary teams(s), preferably in the public sector or a service-oriented agency in the private sector; or,
2. equivalent combination of training, education, and experience which would demonstrate possession of the knowledge, skills, and abilities.

Knowledge of: Principles and practices of project management; and process engineering and re-engineering techniques and practices; principles and practices of specific technical field associated with project; principles and practices of business and public administration; research, analytical, and data collection techniques; principles and practices of management, supervision, and training; federal and state regulations related to the project; and budget administration.


Job Description: Project Managers are distinguished from departmental managers by primary assignment of highly skilled and specialized project management of time-limited highly technical projects. Project Managers are also distinguished from departmental managers by management of multi-disciplinary teams made up of professionals from all sectors of the County, external consultants, citizen participation advisors, members assigned from other governmental agencies, non profit organizations, and the private sector.

THE POSITION: Under administrative direction, leads multi-disciplinary teams of executives, program managers, professionals, and other Public Health Services and county staff in researching and implementing quality improvement and organizational changes within the department; acting as the internal consultant regarding continuous quality improvement issues. The incumbent in this position will also assist the Director of Organizational Effectiveness in the County Administrator's Office in county-wide labor management collaborative endeavors and other efforts. This is an at-will position, exempt from Civil Service provisions. The incumbent serves at the pleasure of the Public Health Care Director.
