Real Property Division Manager Job Description

Ability To Work:

Possession of the Senior designation (SR/WA) from the International Right of Way Association or a broker's license from the State of California, Department of Real Estate and:

1. Six years of increasingly responsible experience in negotiation, leasing, appraisal, and acquisition of real property, including experience acquiring real property for public purposes; or,
2. two years of experience performing duties equivalent to the class of Real Property Agent III with Santa Barbara County; or,
3. a combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Additional Qualifications: Possession of a valid California Class C Driver's License.

Knowledge of: the principles and practices of real property appraisal work and of acquiring property for public purposes; federal, state, and local laws and regulations related to easements, rights-of-way, and relocation assistance, the procedures involved in relocation assistance programs; leasing property management practices; the function of legal instruments that are used in real property ownership and transfer; the effect on property values of deed and tract restrictions, zoning ordinances, setbacks, tax and improvement assessments, easements and encroachments; the California government code as related to real property management and the law governing condemnation proceedings; rental and lease agreements and procedures for the proper negotiation and completion of such agreements; budgeting terminology, practices, and procedures.


Job Description: This is a single-position, management class. The incumbent is responsible for the administration and direction of the Real Property Division of the General Services Department and performs the most difficult functions in real estate transactions for public use.

$19.03-$23.24 every hour / $3,311-$4,042 monthly / Range: 5240

Real Property Agent II (#6630)

$25.27-$30.85 every hour / $4,395-$5,365 monthly / Range: 5808

Definition: Under general direction, plans, organizes, and supervises the activities involved in the administration, negotiation, and acquisition of real property, leases, rights of way, real property appraisals, relocation assistance, and disposal of county property and rights of way; and does related work as required.
