Ability To Work:
1. Possession of a bachelor's degree in public or business administration, management of information systems/technology, computer science and significant professional experience in: a) project management of multi-disciplinary team(s) and b) automated system and business process re-engineering planning, development, implementation, and management; or,
2. a combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.
Knowledge of: principles and practices of project management; process engineering and re-engineering techniques and practices; principles and practices of business and public administration; research, analytical, and data collection techniques; principles and practices of management, supervision, performance evaluation, and training; budget administration; management systems and their relationship to general organizational strategy; principles of organizational development; word processing, spreadsheets, and database systems; County organization, structure, values, and culture; principles of implementing change; integrated planning and implementation of technical and organizational system change; performance measurement and benchmarking; network integration, client-server architecture, operating systems, database design, and office automation; negotiation techniques.
Job Description: This single-position class is primarily responsible for planning, organizing, and directing the implementation of the integrated property tax system and related business process re-engineering. Other projects may also be assigned. Project Managers are distinguished from departmental managers by the primary assignment of highly skilled and specialized project management of time-limited highly technical projects. Project Managers are also distinguished from departmental managers by the management of multi-disciplinary teams made up of professionals from all sectors of the County, external consultants, members assigned from other governmental agencies, non-profit organizations, and the private sector.

Definition: Under the administrative direction of the Assistant County Clerk-Recorder/Assessor, leads and directs the work of a multi-disciplinary team from multiple departments to coordinate, integrate and interface various property tax systems/programs/processes for the Assessor, Tax Collector, and Auditor-Controller Departments; coordinates the work of other multi-disciplinary teams on other time-limited technical system/program/process improvement projects such as digitalization of documents; and performs related duties as required.
