Treasurer-Tax Collector Operations Specialist Senior

Ability To Work:

1. Four years of progressively responsible clerical experience that included: a combination of cashiering and property tax escrow account duties or debt collections and unsecured tax collection duties and experience with cashiering and remittance processing or debt collection systems currently used by the department; or,
2. one year of experience performing duties equivalent to Treasurer-Tax Collector Operations III or Collections Officer II with Santa Barbara County; or,
3. equivalent combination of training, education, and experience that would provide the required knowledge and abilities.

Additional Qualifications: Possession of a valid California Class C Driver's License is required.

Knowledge of:

Treasury-Tax Division: California State Revenue and Taxation Code, including property tax and collection systems; cash handling practices, procedures, and standards; cash control; transferring of funds; and negotiability of banking instruments.

Collections Division: collection laws; collection practices and techniques; court proceedings as they apply to government agencies; unsecured and supplemental taxes; investigative procedures applicable to collection of delinquent accounts; interviewing techniques; and courtroom etiquette.


Job Description: Treasurer-Tax Collector Operations Specialist, Senior is primarily a lead-worker class, however, incumbents may supervise subordinate clerical staff at a branch office or at the main office in the absence of the Treasurer-Tax Collector Operations Supervisor. Incumbents in the Senior class are responsible for either (1) assisting and filling in for the Treasurer-Tax Collector Operations Supervisor in the main branch office, or (2) coordinating the administrative duties of a branch office of the Treasurer/Tax Collector/Public Administrator's Office.

Incumbents in the Treasury-Tax Division are responsible for assisting the Supervisor in planning, administering, and supervising the receipt and processing of all County Treasury deposits, property tax payments, and general collection payments via direct, armored, wire, electronic funds transfer, and credit card transactions.

Incumbents in the Collections Division are responsible for assisting the Supervisor in planning, administering, and supervising collection and investigation activities for the secured, unsecured and supplemental tax rolls as well as court-ordered debts and other general collections; issuing business licenses; and administering the cable television discount program.
