Treasury Finance Chief Job Description

Ability To Work: Possession of a bachelor's degree in finance, accounting, business administration, or a closely related field; and

1. Four years of professional experience in accounting, banking, cash management, or the administration of investment instruments, including supervisory experience; or,
2. two years of experience performing duties equivalent to Accountant III or Accountant-Auditor III with Santa Barbara County, including supervisory experience; or,
3. one year of experience performing duties equivalent to Accountant, Supervising with Santa Barbara County; or,
4. equivalent combination of training, education, and experience that would provide the required knowledge and abilities.

Desirable Qualification: Possession of a valid certificate as a Certified Public Accountant in the State of California.

Knowledge of: principles and practices of financial management; generally accepted accounting principles; governmental accounting; property, personal, and estate tax laws; debt issuance and administration; cash management principles; banking operations and systems; application of computer software to accounting operations; principles and practices of supervision; English usage and grammar.


Job Description: This is a single position, management classification, and the incumbent reports to the Assistant Treasurer/Tax Collector. The incumbent participates in formulating long range plans, in addition to providing professional accounting expertise and direction involving a variety of complex financial and accounting issues.

Definition: Under administrative direction, provides financial and accounting advice to executive, management, and professional staff in all areas of the Treasurer/Tax Collector's Office, and to staff in other County departments, schools, and special districts; as part of the senior management team, plans, develops, and implements major departmental changes, and participates in formulating policies; conducts or directs financial and accounting projects and analytical studies; supervises an accounting division of professional, paraprofessional, and clerical support staff; and performs related duties as required.
